Bill will be split between both the clients, for example if we select a price line item with rate $100 then both clients will be charged $50 each. Price line item has to be selected accordingly while creating shift below screenshot explains the price line to be selected when there are two clients and one resource or vice versa. Ratio 1:2 in the Item name shows the resource and client ration the first digit tells the number of resources and second digit tells the number of Clients, so this price line item will be used when there will be one resource and two clients in the shift and if the ratio is 2:1 that means that price line item to be used when there are two resources and one client in the shift.
